4.0 EXPERTS PROFILE OR EXPERTISE
The evaluation team will be composed of 3 experts with the following profiles:
(1) One senior expert (A) and team leader who is a recognized expert in fisheries management
including policy, institutional and monitoring, control and surveillance matters, particularly in
developing countries with at least 15 years of relevant professional experience from which at
least 10 in the fisheries sector.
The team leader will be responsible for the supervision of the entire work, ensuring the overall
accomplishment of the task and for production of the appropriate deliverables.
(2) One Senior Expert (B) who is a recognised expert in monitoring/research, control, and
surveillance with at least 10 years experience and qualified at a higher degree level with
experience in regional organizations, preferably in the field of sustainable natural resources
management and/or fisheries or agriculture and good knowledge of the African Regional
Organizations.
(3) One Junior expert (C) who is a recognised expert in management/institutional issues (regional
& national organisations, co-management) with at least 3 years experience. He/She should have a
good understanding of the regional integration issues.
· In addition, this team of experts should possess a sound level of knowledge, experience and
skills, in the following areas:
- The combined expertise in the team must include at least knowledge of current evaluation theory
and practice (EC, DAC-OECD), experience in evaluating large and complex development projects,
experience of EDF programmes.
- A good knowledge and understanding of the situation in the Lake Victoria sub-region and riparian
countries.
- Fully conversant with the principles and working methods of Project cycle management and EC aid
delivery methods;
- A sound understanding of financial and administrative systems relevant for a complex regional
project
- Proven track record of delivering high quality consultancy reports on time.
· The team is expected to be supported by sufficient supporting staff with the qualifications needed
to ensure good service, with the capacity to reply within the shortest possible delay to any request
to submit an offer as well as to allow the experts to concentrate on their primary responsibilities.
The cost of the contract management, of the backstopping mechanism (inclusive quality control),
of office equipment/laptops and of the support/secretariat services is to be integrated in the fees
of key experts.
· All experts must be independent and free from conflicts of interest in the responsibilities
accorded to them.
· The language of the evaluation will be English. All the experts are expected to have excellent
communication skills, both in spoken and written English. Conversational knowledge of Swahili,
Luganda and/or Luo will be an asset.
