4.0 EXPERTS PROFILE OR EXPERTISE

 

The evaluation team will be composed of 3 experts with the following profiles:

(1) One senior expert (A) and team leader who is a recognized expert in fisheries management

including policy, institutional and monitoring, control and surveillance matters, particularly in

developing countries with at least 15 years of relevant professional experience from which at

least 10 in the fisheries sector.

The team leader will be responsible for the supervision of the entire work, ensuring the overall

accomplishment of the task and for production of the appropriate deliverables.

(2) One Senior Expert (B) who is a recognised expert in monitoring/research, control, and

surveillance with at least 10 years experience and qualified at a higher degree level with

experience in regional organizations, preferably in the field of sustainable natural resources

management and/or fisheries or agriculture and good knowledge of the African Regional

Organizations.

(3) One Junior expert (C) who is a recognised expert in management/institutional issues (regional

& national organisations, co-management) with at least 3 years experience. He/She should have a

good understanding of the regional integration issues.

 

· In addition, this team of experts should possess a sound level of knowledge, experience and

skills, in the following areas:

- The combined expertise in the team must include at least knowledge of current evaluation theory

and practice (EC, DAC-OECD), experience in evaluating large and complex development projects,

experience of EDF programmes.

- A good knowledge and understanding of the situation in the Lake Victoria sub-region and riparian

countries.

- Fully conversant with the principles and working methods of Project cycle management and EC aid

delivery methods;

- A sound understanding of financial and administrative systems relevant for a complex regional

project

- Proven track record of delivering high quality consultancy reports on time.

 

· The team is expected to be supported by sufficient supporting staff with the qualifications needed

to ensure good service, with the capacity to reply within the shortest possible delay to any request

to submit an offer as well as to allow the experts to concentrate on their primary responsibilities.

The cost of the contract management, of the backstopping mechanism (inclusive quality control),

of office equipment/laptops and of the support/secretariat services is to be integrated in the fees

of key experts.

 

· All experts must be independent and free from conflicts of interest in the responsibilities

accorded to them.

 

· The language of the evaluation will be English. All the experts are expected to have excellent

communication skills, both in spoken and written English. Conversational knowledge of Swahili,

Luganda and/or Luo will be an asset.

Description

La prestation requiert la mobilisation d%u2019une équipe d'évaluation composée au minimum de 3 experts et au maximum de 4 experts, ayant de l'expérience confirmée dans le domaine de développement rural en général et planification de projets/ programmes d'appuis aux filières d'exportations, en particulier. Les membres de l'équipe sont des experts seniors. Des expériences sur le développement des filières d'exportation à Madagascar seront un atout.   

 

Expertise du chef de mission

-          Diplôme universitaire de niveau Master (Bac+5), de préférence en agronomie / discipline apparentée ou économie du développement avec une forte orientation développement rural

-          Au moins 10 ans d%u2019expérience professionnelle, dont au moins 3 années d%u2019expérience dans des pays ACP

-          Maîtrise de l'évaluation de programmes/ projets de développement rural.

-          Expériences  en analyse économique et financière et / ou  approche filière, structuration des filières d'exportation serait un atout

-          Parfaite maîtrise de la langue française écrite et orale

-          Avoir des expériences  en planification stratégiques serait un atout.

 

Les prestations de l%u2019Expert(e) 1, Chef de mission, sont fixées à un maximum de 35 hommes%u2013jour. Il consacrera au moins 40% de son temps à Madagascar à la documentation et rencontres, 40% aux descentes sur le terrain et 20% pour la rédaction.

 

Trois (3)  experts  au maximum de catégorie senior couvrant les expertises suivantes :

A: connaissance approfondie de la filière vanille, la production, la transformation, la commercialisation, les politiques de prix, les caractéristiques du marché international de la vanille

B : connaissance approfondie de la filière café : organisation et fonctionnement de la filière, la production, le stockage, la commercialisation, la gestion

C : connaissance des filières horticoles et autres produits tels que le girofle, litchis, poivre, etc,

D : contrôle Qualité et/ou normalisation de produits tels que la vanille, le café, le girofle, le cacao,

E : analyse socio-organisationnelle des acteurs du secteur filières d'exportation. 

 

Ces experts auront  un maximum de 90 homme-jours de prestation. Au moins 70% de leur temps à Madagascar seront consacrés aux rencontres avec les différents acteurs et aux descentes sur le terrain, au moins 15% à la documentation et 15% à la rédaction du rapport. 

 

La présence de femmes dans l'équipe est vivement encouragée.

Les membres de l'équipe ont une capacité d'effectuer des déplacements en brousse et une grande capacité de communication avec les différents types d'acteurs.

 

L'équipe de la mission doivent se baser, dans leur méthodologie, sur des outils d'évaluation impliquant les parties prenantes et les principaux acteurs : les autorités ministérielles, les autorités régionales ou locales, les bénéficiaires, les opérateurs économiques, les organisations paysannes ou les structures faitières des organisations paysannes, les ONG  et les autres acteurs clés du secteur.

3. EXPERTISE REQUIRED

3.1 Number of requested experts per category and number of man-days per expert or per

category

The consultant team will consist of three Senior Experts: one Team Leader %u2014 IWRM

specialist, one IT/Database development specialist and one Water Economist.

The total number of man-days for the team, including travel, will not exceed 154 working

days (see planning in paragraph 4.3.).

Experts have to be self-reliant and able to work under time and institutional constraints.

Therefore, excellent communication skills and ability to handle high-level government

officials will be required. Previous experience in water sector and implementation of

institutional reforms in the Central Asia or former Soviet Union region is desirable.

This TA assignment will also require effective coordination with other stakeholders,

especially of the agriculture sector, farmers associations, water users and other govermnent

and non-government agencies and good understanding of agriculture sector and irrigation

issues is a top priority.

The Mission Leader will be responsible for quality and consistency of the reports. Each

expert must be fluent in English. Understanding of Russian and/or Tajik languages would be

an advantage. Ability to use personal computers and related software is compulsory.

3.2 Profile per expert or expertise required

Expert 1 - Team leader I IWRM Specialist

Estimated input: 76 man-days.

Qualification and skills:

(1) He/she should have at least a university degree in Agricultural Engineering, Water or

Natural Resources Management from a recognised university I institute, or equivalent.

(2) Familiarity with rural Tajikistan, or a similar transitional context, would be an asset;

(3) Fluency in English, oral and written;

(4) Knowledge of Russian and/or Tajik language is considered to be an asset;

General professional experience

(5) He/she should at least have 10 years experience of agricultural project / programme

management, monitoring and policy development in an international setting, with a

strong irrigation, water management component;

Specj/Ic professional experience

(6) Solid working experience in irrigation and water management, as demonstrated by at

least two assignments (of minimum one year each) in implementing Irri2ation and

Water Management reform prolects, preferably in transition or post-conflict

countries;

(7) He/she should prove prior experience in public policy and institutional development,

related to water management services, including participation to at least one project as

Water Resources Policy or Institutional Advisor;

(8) Proven leadership and people management skills, including the ability to establish and

maintain effective working relationships with others in an international multi-cultural

working environment, as demonstrated through the participation of minimum 4 years as

Team Leader in the implementation of one long-term programme;

Expert 2 %u2014 IT/Database management Specialist

Estimated input: 39 man-days.

QualifIcation and skills:

(1) He/she should have an University Degree (preferred minimum level: Bachelor of

Science or equivalent) in ICT, Engineering, Mathematics or Physics - or equivalent;

(2) Fluency in English, oral and written;

(3) Knowledge of Russian and/or Tajik language is considered to bean asset;

(4) Advanced skills in ICT and system development;

General professional experience

(5) He/she should preferably have at least 10 years of professional international experience

in application software and database development;

Spec(fic professional experience

(6) Proven record of at least one project of minimum one year of duration in developing

software for Government bodies in an international context. Projects in the agriculture

or water sectors would be considered as an advantage;

(7) Proven record of at least one project or assignment of minimum one year of duration in

supervising a team of software developers or IT engineers;

(8) Prior professional experience in the development of databases for inventory, asset

management, and institutional refonns operational tasks in the agricultural or water

sectors would be considered as a major advantage;

Expert 3 %u2014 Water Economist

Estimated input: 39 man-days.

Qualification and skills:

(9) He/she should have at least a university degree in economics, agriculture or water

management or an equivalent 10-year professional background.

(10) Fluency in English, oral and written;

(11) Knowledge of Russian and/or Tajik language is considered to be an asset;

General professional experience

(12) He/she should preferably have at least 10 years of professional experience in

economics, agriculture, water or natural resources management;

Spec(fic professional experience

(13) He/she should prove at least 5 years of prior professional experience in development

cooperation matters, with an emphasis on agricultural and water sectors;

(14) Strong analytical skills coupled with a proven experience in public policy and

institutional development, related to water management services, including long-term

participation (over one year) to at least one water management reform project;

(15) He/she should prove prior professional experience in water pricing / costing, as

demonstrated by his/her participation to two water management projects as water

costing / pricing specialist or water economist, including one project for an assignment

of an aggregate minimum of one year;
