Tasks: 

- Responsible for overall implementation of the project, including: timely submitting of reports, sound financial management, coordination of all project activities, cooperation with other ongoing projects related to nature protection, organisation and supervision of all project management matters, liaison with CA, beneficiary and stakeholders.

Qualifications and skills: 

- minimum a Bachelor's degree in natural sciences, ecology/biology, environmental science.

- a Master/PhD degree in a relevant field will be an advantage 

General professional experience:

- minimum 10 (preferably 15) years of general experience in the field of EU nature protection and/or environment

Specific professional eperience:

- minimum 5 years of experience in implementation of Birds and Habitat directives in EU member states and/or candidate countries;

- experience as Key expert in 2 technical assistance projects financed by EU or twinning projects/programmes related to environment

- eperince as team leader in at least 1 project related to approximation and/or implementation of EU environmental legislation during the last 7 years.

- experience in EU accession countries will be an asset.

The Habitat and SPA expert will provide input and be responsible for the activities related to Result l: Assessment at national level of potential sites according Birds and Habitat Directives for NATURA 2000 Network. He/she will also provide expert input under Result 2: Development of Information System and GIS of NATURA 2000 (Database design, technical treatment of the material, GIS maps, database, and paper documentation).

The Deputy Team Leader/ Habitat and SPA expert will also provide support to the Team Leader in preparation of the required reports, organization and participation in project trainings (R4) and events and activities related public awareness campaigns on Natura 2000 (R5).

 Qualification and skills

 Minimum bachelor%u2019s degree (awarded on completion of 3 (three) years of study in university or equivalent institution) in natural sciences, biology/ecology, environmental science;

A Master/PhD degree in a field relevant for this contract will be considered an advantage.

General professional experience

 Minimum 7 (seven), preferably 10 (ten) years of general professional experience in the field of environment;

Specific professional experience

 At least 4 (four), preferably 7 (seven) years of experience with mapping and/or species data gathering for Natura 2000 preparation and with data management for Natura 2000 preparation, all after the year 2000;

Experience in at least 1 (one) project, preferably 2 (two) projects related with providing technical assistance to the competent authorities in habitat classification systems and their compatibility with Natura 2000 classification, and designation of natural protected sites in accordance to Natura 2000 requirements;

Posizione di Project Manager, con i seguenti ruoli:


·      Supervisione tecnica e finanziaria delle azioni svolte da parte di tutti i partner del Progetto LIFE SAFE-CROSSING.

·      Coordinamento delle attività svolte dai Beneficiari del progetto, e controllo dello svolgimento tecnico delle azioni (risultati, tempistica etc.)

·      Organizzazione degli incontri del gruppo di coordinamento del progetto

·      Coordinamento della produzione di rapporti per la CE

·      Comunicazione con la CE e con il gruppo di monitoraggio esterno

 

In particolare dovrà:

 

·      Assicurare il corretto svolgimento tecnico di tutte le azioni svolte nell'ambito del progetto, ovvero:

-       assicurare la collaborazione tra i Beneficiari del progetto come previsto nell'organigramma del progetto;

-       assicurarsi che tutte le azioni saranno svolte nel rispetto di quanto previsto nel progetto;

-       assicurarsi che vengano prodotti tutti i deliverables e raggiunti tutti i milestones previsti assicurarsi che le spese vengano effettuate come previsto dal budget;

-       assicurarsi che eventuali modifiche vengano effettuate secondo i limiti previsti dalle Special Conditions e General Conditions del programma LIFE;

-       coordinare la stesura di tutti i rapporti tecnici e finanziari come previsto nelle General Conditions e secondo il calendario previsto nella scheda C3 del progetto.

 

·      Incaricarsi di tenere i rapporti con i rappresentanti del gruppo di monitoraggio esterno e, ove necessario, con i funzionari tecnici e amministrativi della Commissione Europea/di EASME. Rispondere con tempestività a eventuali quesiti da parte di questi e inoltrare eventuali quesiti da parte dei Beneficiari del progetto.

·      Coordinare lo svolgimento degli incontri del gruppo di coordinamento del progetto..

·      Fornire supporto allo staff del progetto per qualsivoglia problematica inerente lo svolgimento del progetto LIFE SAFE-CROSSING.

·      Assicurarsi che tutte le attività tecniche e amministrative si svolgano nel pieno rispetto delle Special Conditions e General Conditions del programma LIFE.

·      Per il corretto svolgimento di tutte le procedure amministrative il Project Manager sarà direttamente affiancato da un manager finanziario, e ne supervisionerà le attività.

 

Competenze fondamentali richieste:

 

·           Formazione Universitaria nel settore naturalistico.

·           Solida esperienza di almeno 15 anni di gestione di progetti nel campo della conservazione della natura.

·           Comprovata esperienza di lavoro nell'ambito della gestione dell'impatto delle infrastrutture lineari sulla biodiversità.

·           Aver gestito almeno cinque progetti LIFE con più di un Beneficiario, con titolo di Project Manager o equivalente, con responsabilità per la supervisione tecnica e amministrativa dei progetti.

·           Aver gestito, con titolo di Project Manager o equivalente, responsabile della parte tecnica e amministrativa del progetto, almeno 3 progetti con partenariato transnazionale.

·           Conoscenza scritta e parlata di inglese e italiano madrelingua; eccellente conoscenza di una o più delle lingue dei paesi nei quali si svolge il progetto (spagnolo, greco, rumeno).

·           Disponibilità a viaggiare all'interno del paese e nei paesi di progetto;

·           Costituisce un plus aver fatto docenze sul programma LIFE e avere la conoscenza di altri aspetti del programma LIFE, es. partecipazione ai processi di valutazione e selezione, partecipazione al gruppo di monitoraggio esterno ecc.

·           Eccellenti capacità IT (ufficio, Excel, internet, Skype, applicazione per la gestione dei progetti).

C) Action E2 relative al progetto Life


Action E2. Development of a video game "avoid the animal" to be used for awareness activities

Il progetto prevede l'ideazione, sviluppo e produzione di un videogame per Smartphone e Tablet (a richiesta altre piattaforme) a tema avoid the animal.

L'ambiente di sviluppo che sarà utilizzato è Unity3D, un software completamente dedicato alla creazione di videogiochi 3D e 2D con un renderer grafico incluso ed un supporto per il multipiattaforma (PC / Mac / iOS / Android / Linux etc.).

 

 

Requisiti specifici:

 

Il team progettuale deve possedere una forte esperienza (> di dieci anni) e di competenze strategiche apprese sul campo, deve essere in grado di trasformarsi nel partner ideale durante il processo di digitalizzazione delle realtà commerciali, produttive o di servizi.

L'esperienza della ditta deve comprende una gamma vasta di servizi saas, BI, App native/ibride, cross Platform e react native, videogame, ecommerce, siti web e portali, gestionali custom innovativi e aderito in equity allo sviluppo di alcune start up di successo.

Deve possedere personale specifico di cui il 70% c.a. con competenze di sviluppo specifiche.

    Specific responsibilities of the Irrigation Water Management Specialist will include the following:

    1. Conduct a detailed review of the current status of the Operation, Maintenance and Management systems and structures/institutions,

    5.   Support the project field PIWM systems to undertake initial scheme management process covering selected project sites, evaluate the performance, and develop the strengthening plan.
    6. Develop the Operation and maintenance manual and disseminate it with input from the various team members and also the detailed design parameters/notes, drawings and carry out advocacy for the farmers and other stakeholders on project designs.
    7. Make recommendations to improve the legal and regulatory framework of scheme.
    8. Prepare relevant training curricula and programs for the MWE, MAAIF, DGL staff, and other supporting agencies and impart training of trainers and trainees on O&M, supervision of construction, PIWM.
    9. Support the establishment and operation of effective PIWM support systems under the Project at project levels and impart training to the trainers and staff.
    10. Support the project field PIWM systems covering selected project sites, evaluate the performance, and develop the strengthening plan.
    11. Analyse the options available for enhancing irrigation water management and governance, maintenance of irrigation structures and equipment;

     

    Qualifications: Irrigation Water Management Expert should have a Bachelor degree and MSc in Civil Engineering/ Agricultural Engineering and have suitable experience in designing and implementing effective procedures and arrangements of participatory water management. Hands-on experience in supporting the development of Farmer management institutions is strongly preferred.

    At least 5 years%u2019 experience working on water resources management issues and demonstrated understanding of sustainable development, including institutional sustainability. Experience in promoting sustainability and awareness in development projects of diverse audiences including opinion and decision makers. Track record in implementing change.

    • Suggest and design strategies for structuring loans to minimize risks to lending to rice producers and traders.
    • Design and promote forward contracting amongst the farmers and FBMOs for adoption as a possible strategy to encourage formal finance by ensuring price and commitment to buy.
    • Identify and analyze constraints and upgrading opportunities along the marketing channels.
    • Identify challenges of low product quality attributed to poor postharvest handling practices during drying, high energy cost required to operate machines during milling and lowers farmers%u2019 income and shall be examined and measures to address these devised.
    • Identify opportunities to aggregate the volumes of farmers produce through the FBMO for strong bargaining power shall be encouraged and promoted.
    • Develop and provide market support in the value chain development including strengthening group cohesion through horizontal coordination, improving relationships between chain actors at different chain nodes through vertical coordination.

    Specific responsibilities of the Social Development Specialist will include the following:

    2. Define in detail the requirements and enabling condition to empower Farmer based organisations for effective sustainable irrigation water management
    3. Responsible for the capacity development and organisation of trainings and meetings,
    4. Responsible for project awareness activities, mobilisation, sensitisation and situational analysis activities.
    5. Undertake field visits to assess, how social issues are addressed.
    6. Ensure that social issues and social management activities are mainstreamed into the design and plan of O&M at each site level.
    7. Ensure that participatory monitoring is carried out and that the lessons learnt are reflected in activities
    8. Prepare 'case studies' based on the reviews of monitoring reports and sample survey of the selected activities and document procedures adopted, problems faced and good practices in planning and implementing participatory water management systems.
    9. The consultant will gather relevant studies, legal and policy documents, and other material to support the water management institutional work,
    10. facilitation of participatory rural appraisal with selected communities to analyze problems and local opportunities;
    11. facilitation of participatory planning with community based organizations;
    12. assistance to community organizations in establishing, maintaining their participatory M&E system, and evaluating and adjusting their strategies;
    13. Participate in development of a gender analysis of women's role in water management, including work allocation, access to and control over resources, access to household benefits, and decision making;
    14. Responsible for development of IEC materials and their dissemination
    15. assess the impacts together with Gender specialist on women (and men, noting disparity) of the full range of interventions to be supported under the project
    16. In consultation with other team members, develop training tools
    17. Ensure that there is place communication strategy and its implementation strategy and methodologies; other relevant mobilisation and training strategies.

    Qualification and Experience: Bachelor%u2019s degree and Post Graduate master qualification in Sociology with suitable experience in community development, participatory water management, community mobilization. The candidate should be conversant with the Participatory Rural Appraisal procedures and methods. The cultural and Language understanding of the intervention areas is critical requirement. This is because the consultant shall be in close touch with the farmers during training and mobilisation and interpretation of the messages.

    Dans le cadre du projet "Réalisation des études techniques  d'aménagements hydro-agricoles de  2500 ha de périmètres irrigués (2000ha  en aval et 500ha en amont) dans les  régions du Sahel, du Centre-Sud et du  centre-Est"Agristudio srl est à la recherche d'experts pour couvrir les postes suivants:

    Un  expert aménagiste (Ingénieur du génie rural, spécialiste  en irrigation) - Chef de  mission     

    Il sera ingénieur/master 2 du Génie Rural ou ingénieur du génie civil spécialisé dans la conception de périmètres irrigués, disposant d'une expérience d'au moins quinze (15) ans dans la conception et le calcul des ouvrages et infrastructures en béton et en terre destinés  une fonction hydraulique, l'organisation de la gestion et la maintenance des réseaux d'irrigation, ainsi que des pistes rurales et autres infrastructures d'accompagnement. Il devra en outre avoir une expérience d'au moins cinq (05) ans en tant que chef de mission et une grande aptitude  coordonner  le travail d'une équipe pluridisciplinaire d'experts.. Par ailleurs, le chef de mission doit avoir au moins cinq (05) expériences, d'une part en études de réalisation de barrages, et d'autre part en études d'aménagement de périmètres irrigués. Le chef de mission est chargé de la coordination des interventions des autres experts. Il lui revient la conception des ouvrages de réhabilitation des barrages et des anciens périmètres, de meme que celle des nouveaux aménagements (réseau d'irrigation, mesures de protection du périmètre contre les crues du bassin versant amont, les inondations résultant éventuellement de la montée du niveau de l'eau et du système de  drainage intérieur du périmètre). Pour ce faire il évaluera les besoins en eau du périmètre, fera la conception des ouvrages et élaborera le guide d'entretien des barrages, de l'exploitation et d'entretien des périmètres irrigués.   

     Un expert pédologue ou agronome spécialisé en pédologie 

    Il sera titulaire d'un diplôme d'ingénieur en pédologie ou agronome spécialisé en pédologie et aura une expérience d'au moins dix (10) ans dans les études d'identification des types de sols, la classification des sols selon leurs aptitudes agro-pédologiques et des besoins nutritifs des types de cultures envisagés.  Il aura en charge la conduite de l'étude agro-pédologique et l'identification des types  d'amendement %uFFE0 apporter en fonction des spéculations prévues.  Il devra justifier d'une expérience suffisante dans le contrôle des sondages et essais. En outre il devra avoir au moins trois (03) années d'expériences pertinentes en matière d'étude pédologique de périmètres irrigués dans les pays sahéliens et/ou les zones humides.   Un expert géotechnicien Il sera titulaire d'un diplôme universitaire en géotechnique avec une expérience de dix (10) ans au moins. Il aura pour tache d'identifier, pour chaque chantier, les matériaux (sable, gravier, latérites, argile, eau,) en quantité et en qualité nécessaires pour la réalisation des pistes et des ouvrages. Il devra avoir au moins trois (03) expériences pertinentes en matière d'analyse des terres dans des études d'aménagement de périmètres irrigués des pays sahéliens et/ou les zones humides.   

    Un topographe 

     Il sera titulaire d'un diplôme de TS/BEP en topographie et aura une expérience d'au moins cinq (05) ans dans les levés topographiques de périmètres irrigués, d'aménagements de bas-fonds et de barrage à l'aide d'appareils de type station totale, le traitement des données brutes à l'ordinateur et maîtrisant les logiciels suivants (Excel ou équivalent, logiciel de CAO, COVADIS).  Il aura en charge le levé topographique sur les sites, le traitement des données au bureau et la restitution des plans et profils sur support papier.  Il devra avoir au moins trois (03) expériences pertinentes en matière de levés et traitement de données topographiques dans des études d'aménagement de périmètres irrigués des pays sahéliens et/ou les zones humides.    

    Un expert socio-économiste ou agroéconomiste 

     Il est titulaire d'un diplôme d'ingénieur en socio-économie ou agroéconomie et doit avoir une expérience d'au moins dix (10) ans dans l'analyse financière et économique des projets d'aménagements hydro-agricoles et dans l'analyse socio-économique de projet de développement rural. Il aura une solide expérience dans la gestion de projets et dans la planification du développement de la culture irriguée : contraintes au développement, niveau technologique des producteurs, système de production, techniques culturales, fertilisation, revenus agricoles, formation des agriculteurs. Il devra disposer d'au moins trois (03) expériences en matière d'étude socio-économique ou agro-économique de périmètres irrigués dans les pays sahéliens et/ou les zones humides.    

     Un hydrogéologue  

     Il sera titulaire d'un diplôme universitaire Bac + 5 ans en hydrogéologie ou équivalent avec une expérience de cinq (05) ans au moins. Il aura pour tâche de conduire la prospection géophysique devant aboutir à l'implantation de sites de forage (un site prioritaire et un site de remplacement) pour la mise en place d'un système d'approvisionnement en eau potable des producteurs au niveau de chaque périmètre    Un dessinateur-métreur Il devra être titulaire d'un BEP en Dessin ou en génie civil et maîtriser parfaitement un logiciel de dessin assisté par un ordinateur. Il aura une expérience d'au moins dix (10) ans dans le dessin d'ouvrages de périmètres irrigués.  Il est chargé de l'élaboration des différentes pieces dessinées. Tous les dessins devant être réalisés à l'ordinateur avec indication du découpage hydraulique, des digues et des axes généraux et principaux canaux, colatures, pistes, ouvrages seront de la responsabilité de cet expert. Il est chargé également de l'établissement des métrés.

    Minimum requirements:

     

    Qualifications and skills

    -          University level education (M.Sc. or Ph.D., or their national equivalents) preferably in natural sciences, agriculture, forestry, biology, ecology or 15 years of general professional experience,

    -          Broad environmental expertise in biodiversity and experience with institutional framework,

    -          Good knowledge of the PRAG rules and procedures.

     

    General professional experience

    -          10 years of professional experience in the field of nature protection,

    -          6 years of key expert experience in Technical assistance projects financed by EU or bilateral donors or Twinning project/programme related to environment.

     

    Specific professional experience

    -          5 years of experience directly related to Natura 2000 preparation and/or implementation;

    -          Experience in project management and demonstrated management skills;

     

    Team Leader requirements

    -           Performing Team leader/Project manager position in at least one EU funded project in last three years prior to tender submission deadline.

    -           Good organizational and team-building skills

    -           Well-developed skills in project management, mediation and presentation, in supervising and co-coordinating all technical aspects of the contract

     

    The following will be considered as advantages during the evaluation of offers:

    The overall objective of the project is to protect and enhance Turkey'snatural habitats and biodiversity. The project specifically aims at strengthening the institutional and technical capacity to select and design the Natura2000 network:

    1) Expert évaluation environnementale, chef de mission : il doit avoir au minimum un Master dans les disciplines en rapport avec le travail demandé : Evaluation Environnementale, Eaux et forêt, Agriculture/Agronomie, Planification, Sciences de l'Environnement, Développement International, ou toute autre discipline connexe. Il doit justifier d'au moins 10 ans d'expérience en évaluation environnementale et d'au moins deux expériences de chef de mission d'EIES.

     

    2) Expert en évaluation des impacts sociaux : il doit avoir au minimum un Master en sociologie, socio-économie ou toute autre discipline connexe. Il doit justifier d'au moins 10 ans d'expérience en évaluation des impacts sociaux des projets de développement. Les deux experts doivent être familiers avec les procédures et les directives en matière d'évaluation environnementale et sociale des institutions de financement du développement.

     

    3) Un diplômé (bac+4 au moins) en économie rurale ou agro-économie. Il devra avoir une forte expérience en gestion de l'environnement et maitrisé du milieu agricole ivoirien et surtout du secteur du vivrier.

    EU FWC Lot 1: Mid-term Evaluation of the "ACP Sugar Research Programme"

    The evaluation team will be composed of 2 senior experts. One expert should be designated as Team Leader. The team should cover the following qualifications, skills and fields of expertise:

    General professional experience

    a. a solid and diversified experience in development and cooperation projects management;

    b. experience in developing countries;

    c. fully conversant with the principles and working methods of project cycle management and the EC aid delivery methods (Backbone strategy included);

    d. fully conversant with monitoring and evaluation principles (logframe approach, results based management, etc.);

    e. ability to work under pressure and to respect deadlines;

    f. full working knowledge of English. At least one expert should have a full working knowledge of French;

    g. excellent report writing skills in English and/or French. Language skills may not be replaced by calling on interpreter/translator.

    Specific professional experience

    a. a university degree in agriculture/rural development, economics or programme evaluation/management;

    b. a minimum of 10 years of professional experience in the field of agricultural research/rural development in developing countries. Knowledge of sugarcane industry as well as experience in ACP countries in this field would be an asset;

    c. very solid proven knowledge and diversified experience in the evaluation and monitoring of development and cooperation projects (minimum of 5 experiences for the team leader and minimum 3 experiences for the other expert), financed by different types of donors/institutions, such as the European Commission, bilateral donors and multilateral institutions in the field of agriculture/rural development/food safety;

    d. in-depth knowledge of project evaluation methods, techniques and methodologies (e.g. Programme Evaluations Guidelines for the Evaluation Team and/or the Result Oriented Monitoring used by the European Commission);

    e. knowledge of EC contracting procedure, working methods and project cycle management;

    f. knowledge of the EC regulations on food safety and quality, and it is main challenges like commercial requirements on environmental, social and fair treatment aspects (organic farming, fair trade, environmental, ethical, etc);

    g. for the team leader: experience as team leader evaluator (at least 3 experiences).

    h. proven knowledge of HACCP (Hazard analysis and critical control points) would be an asset;

    The composition of the team of experts should be balanced to enable complete coverage of the different aspects of project evaluation (evaluation methods and techniques) as set out in these terms of reference, including cross-cutting issues.

    EU FWC Lot. 1- Study for the Preliminary Design of a Programme on Capacity building of Local Government Authorities in Northern Uganda in the Livelihoods and Natural Resource Management Sectors

     

    The combined expertise in the team must include at least knowledge of capacity building for LGA and strengthening of decentralisation process, PPP (both with private and CSO sectors), LRRD concepts, livelihoods (including pastoralism related issues), rural/community development,  and social support systems. A good understanding of Uganda and of the conflicts in the North of the country within the team is a prerequisite.

     

    The Team Leader will be in charge of preparing the inception and final reports, to organise the briefing/debriefing meetings, and to liaise with the EUD to consolidate the comments/contributions to the reports.

     

    This study has the aim to assess the capacity building needs of LGs to effectively and sustainably deliver services in the target areas/sectors in line with the EU development principles. The main focus of this study is on the livelihoods sector, although the Consultant will also examine cross-cutting coordination and support sectors necessary to effectively delivery the required services (ie: financial management, human resource management, procurement, data collection and management, management of PPP, etc.).

    overall objective of the project: To identify and propose strategies of interventions to strengthen capacity of Local Government Authorities at District and Sub County level in selected areas of Northern Uganda to sustainably deliver a minimum package of services in selected livelihoods sectors at a level at least at par with the Ugandan average.

     

    Key Expert 1: Team Leader / Institutional Capacity Building Expert - 60 days

    • Masters degree in preferably development studies, rural development, or any other disciplines related to development
    • At least 10 years of relevant experience in managing development programmes including assignments in East Africa and/or similar contexts, with a particular reference to programmes to strengthen the decentralisation process.
    • Proven experience as team leader in short term assignments, including project design and feasibility studies %u2013 open minded with ability to facilitate and coordinate team work and accommodate and take into account the views and opinions expressed by a variety of stakeholders, with rigor and objectivity.
    • Familiarity with Ugandan decentralisation process and Northern Uganda post conflict policy framework is an asset
    • Conversant with EDF rules and regulations
    • Excellent communication and presentation skills
    • Excellent writing and analytical skills
    • Fluency in English

     

    Key Expert 2: Livelihoods Expert - indicative duration 45 days

    • Masters degree in preferably agriculture sciences or similar qualifications
    • At least 10 years of general experience, with a substantial experience in relevant agro-pastoral development programmes in Sub-Saharan African contexts
    • Extensive experience in agriculture extension services and/or institutional capacity building of relevant sector ministries (agriculture, livestock, etc.) is considered a strong asset
    • Experience in capacity building of farmers groups in value addition, contract farming, marketing of agricultural products and small agribusiness an asset
    • Familiarity with the agricultural policies in Uganda or similar contexts an asset.
    • Excellent communication and presentation skills
    • Excellent writing and analytical skills
    • Fluency in English as a working language

     

    Key Expert 3: Natural Resources Management Expert - indicative duration 30 days

    • Masters degree in preferably environmental sciences or similar qualifications
    • At least 3 years of general experience, with a substantial experience in relevant natural resource management development programmes in Sub-Saharan African contexts
    • Extensive experience in capacity building in watershed management, small scale irrigation, flood prevention and disaster risk preparedness strongly preferred
    • Knowledge of GIS/geo-mapping systems required
    • Familiarity with the environmental policies in Uganda or similar contexts an asset.
    • Excellent communication and presentation skills
    • Excellent writing and analytical skills
    • Fluency in English as a working language

    Qualification and skills

    Expert 2: GIS Project Manager and Systems designer: senior expert for a minimum of 25 man days, of which at least 22 will take place in Azerbaijan

    ·         university degree in computer science or related scientific discipline, in its absence equivalent professional experience of at least 10 years;

    ·         Fluent in written and spoken English (competence at least 2 on a scale of 1 to 5 (1 - excellent; 5 - basic));

    Additional Requirements:

    ·         Knowledge of Azerbaijani, Turkish or Russian would be asset.

    General professional experience

    Minimum Requirement:

    ·         Minimum 10 years of practical experience in GIS project management, systems design and configuration and the introduction of large scale enterprise/Agency wide GIS/information systems.

    Specific professional experience

    Minimum Requirement:

    ·         The consultant must have thorough knowledge and a minimum 5 years continuous working experience with the ARC/INFO suite of products or similar products; knowledge and use of ArcGIS, ArcSDE, Arc Explorer, ArcGIS Server, Avenue, ArcPress, and/or other related, comparable products that may be used for the development of applications and databases.     Expert 3: GIS Database and Enterprise Systems Architect: senior expert for a minimum of 25 man days, of which at least 22 will take place in Azerbaijan

    Qualifications and skills

    Minimum Requirements:

    ·         university degree in computer science with formal training or equivalent experience in GIS or related discipline  in its absence equivalent professional experience of at least 10 years;

    · Au moins 10 ans d%u2019expérience professionnelle dans le domaine du Suivi-évaluation et de la gestion des statistiques sectorielles (notamment désagrégées par sexe serait un atout) au sein de ministères notamment en Afrique.

    De façon spécifique :

    · Expertise en matière de planification, le Suivi-évaluation du secteur Agricole et / ou les systèmes d'information agricole et de sécurité alimentaire.

    · Avoir une expérience précédente en matière de l%u2019appui budgétaire sectoriel.

    · Toute expérience avec l%u2019approche sectorielle / Sector-wide approach (SWAP) sera un atout.

    · Familiarité démontrée avec les questions de finances publiques au niveau des pays de l'Afrique de l'Ouest

    EDES -COLEACP - Services to support the implementation of the training activities of EDES Programme

     

    Experts with the following skills and qualifications are required:

     

    - Teaching skills and any experience on training of trainers, in particular in public institutions, private organisations. Experience in ACP Countries is an advantage;

     

    - Any experience acquired in the field of training and the development of pedagogical tools and methods should be mentionned. Similarly, any experience acquired in mastering training methods and tools developed by the COLEACP (EDES/PIP) or other similar programmes must be mentioned;

     

    - An excellent knowledge (both oral and written) of at least one of the two working languages of EDES (English and French). Knowledge of local languages of the ACP countries are also considered an advantage;

     

    - The ability to train the Programme beneficiaries, with respect to one or more of the themes covered by EDES (Governance, Risk Assessment, Official Control and Inspection Systems, Self-Assessment Systems and Good practices within Food Business Operators, laboratories, Practical training for Coffee, Cocoa and Fish sectors);

     

    - Knowledge of the issues relevant to Food safety in developing countries, particularly ACP countries, is desirable.

     

    - Good knowledge of one or all the sectors targeted by EDES, as well as the national and international regulations and standards applicable to ACP countries which produce and export animal and plant products to Europe.

     

    - Good knowledge of the public institutions and private organisations in the country/region involved in food safety concerns.

     

    - Extensive knowledge of International SPS legislation, standards and agreements governing International Trade (SPS agreement, Codex Alimentarius, IPPC, EU legislation, WTO agreements, Regional agreements between ACP economic areas SADC, UEMOA, COMESA, ECOWAS)

     

    - Experience of technical advice in improvement of Food Safety Systems in EU and ACP contexts.

     

    - Good knowledge of institutions involved in FSS Governance in ACP countries and (Ministry of Agriculture, Ministry of Public Health, Laboratories, Certification, Audit and Accreditation bodies)

     

    - Educational background: University degree or demonstrated equivalent proven experience related to the profile required.

    The senior expert must have significant expertise in sanitation technology, including practical application of WASH and CLTS principles in different contexts that are similar to those found in different parts of Namibia.

     

    The following profile is required for the expert:

     

    Sanitation Technology Expert (senior level):

     

    At least a Masters in a relevant field e.g. sanitation technology or related engineering, or alternatively a Honours Degree in the same area;

     

    At least ten (10) years practical experience for a Masters Degree, and a minimum of twelve (12) years for lower degrees;

    •

    Above experience with preference in the implementation of the full range of sanitation and preferably also water supply technologies that are used in Namibia;

     

    Familiarity and ample experience with WASH and CLTS principles;

     

    Experience of providing capacity development in WASH technologies using a full range of interventions backed up with demonstrable success indicators and specifying references;

    Key expert 3: Legal Expert %u2013 Senior Expert (minimum 120 person days)

    The Legal Expert will be responsible for all the legislative and policy review under the competitiveness and institutional strengthening components of the BAM programme, as well as providing project management support to the Team Leader, as required.

     

    Qualifications and skills

    The expert should be qualified to at least Masters Level or equivalent in law, applicable to the Commonwealth jurisdiction with particular emphasis on law pertaining to company, cooperative and public and private sector institutions operating in the agricultural and rural sector;

     

    An additional post-graduate qualification and/or specialization in drafting of legal documents will be an asset;

    Qualifications and skills

    Master%u2019s degree in Development Economics, Rural Development, Business Administration and Management or a relevant, directly related discipline or an equivalent of preferably 15, minimum 10, years of relevant, directly related experience.

    Excellent command of the English language with excellent communication skills (oral and written)  

    working knowledge of the Spanish language an advantage;

    Excellent interpersonal and leadership skills with the proven ability in managing a team of individual experts and to undertake tasks and assignments under minimal supervision; 

    Excellent knowledge of Microsoft Office suite and related project management computer software.

    General professional experience

    Preferably 10 years of experience, but a minimum of 7 years required in leadership roles managing rural and/or socio-economic development programmes and projects, including contractual and financial management experience in ACP countries.

    Preferably 10 years of experience, but a minimum of 7 years required of demonstrated experience in institutional strengthening, capacity building and training/mentoring.

    Preferably 10 years of experience, but a minimum of 7 years required in managing projects using EU procedures for implementation of external actions (PRAG).

    Specific professional experience

    Experience as a Team Leader/Project manager in at least 2 similar positions for a period of at least 2 years in each instance (dealing with agricultural sector competitiveness; integrated rural development, socio-economic development for poverty reduction and related issues);

    Preferably 10 years, but a minimum of 7 years, hands-on experience in EU (Budget and/or EDF) contractual procedures and implementation modalities and management working at various levels in accordance with the PRAG (drafting of terms of reference and project proposals, preparation of log-frames, preparation and management of programme estimates, preparation of tender documents; launching and evaluation of tenders, award of contracts, drawing up of contracts, contract management, etc..);

    Preferably 5 years, but a minimum of 3 years, experience in monitoring EU-funded projects in particular through the use of Project Cycle Management tools (e.g. Logical Framework tool, Monitoring and Evaluation framework and methodology.).

    Experience of provision of institutional support to government departments at a senior level including the provision of technical support and coaching to implementers/beneficiaries in at least 2 previous contracts.  

    Working experience in Latin American and the Caribbean region is an advantage.

    TECHNICAL ASSISTANCE TEAM (TAT) FOR BANANA ACCOMPANYING MEASURES (BAM) 2012

    The overall objective of the project is to foster social and economic development leading to the reduction of poverty, focussing on workers and their families in the banana belt.

     

    The specific objective is to increase the efficiency of banana production, improve economic and social development and strengthen the existing policy and institutional framework.
